Establishes state policy that every human being has the right to safe, clean, affordable, and accessible water adequate for human consumption, cooking, and sanitary purposes

Requires the Department of Water Resources, State Water Resources Control Board, and State Department of Public Health to consider this policy when revising, adopting, or establishing water-related policies, regulations, and grant criteria

Does not expand state obligations to provide water or require additional expenditures for water infrastructure development beyond existing obligations

Exempts water supplies for new development from the policy requirements

Does not infringe on the rights or responsibilities of public water systems
