Increases the statewide daily limit on imported out-of-state thoroughbred races from 32 to 50 per day when live racing is being conducted in California

Limit of 50 imported races per day does not apply to major race events including the Kentucky Derby, Preakness Stakes, Belmont Stakes, Breeders' Cup, and other specified races

Allows thoroughbred racing associations and fairs to distribute audiovisual signals and accept wagers on out-of-state races without consent of horsemen organizations and regardless of purse amounts

Prohibition on accepting wagers on out-of-state races commencing after 7 p.m. Pacific time without consent of harness or quarter horse racing associations conducting live meetings in Orange or Sacramento Counties remains in effect

Bill takes effect immediately as an urgency statute
