Requires vendors operating vending machines on state property to offer at least 50% of food and beverages meeting accepted nutritional guidelines beginning January 1, 2014 (increased from 35% requirement prior to that date).

Defines accepted nutritional guidelines for beverages (water, milk products, low-calorie sweetened drinks, 100% fruit juice) and food (limits on fat, saturated fat, sugar, sodium, and calories for snacks and entrees).

Requires food sold in state-owned or state-leased buildings at concessions and cafeterias to meet federal Health and Sustainability Guidelines for Federal Concessions and Vending Operations beginning January 1, 2014, or upon expiration of existing contracts, whichever is later.

Directs the Department of General Services to give preference to food grown, packaged, or produced within California and food meeting federal sustainability guidelines when approving food purchase contracts for state buildings.

Requires the Department of General Services to provide state agencies with the federal Health and Sustainability Guidelines for Federal Concessions and Vending Operations to support healthy and sustainable purchasing practices.
