Amends Education Code sections 49076 and 49076.5 to align pupil record privacy protections with federal Family Educational Rights and Privacy Act (FERPA) requirements.

Permits school officials, educational agencies, and authorized representatives access to pupil records with legitimate educational interests, and specifies new categories including district attorneys, probation officers, and judges for truancy-related purposes.

Allows school districts to release pupil information in emergencies to protect health or safety, for financial aid applications, voter registration, accreditation reviews, and to contractors with written agreements.

Requires written certification that information disclosed will not be further released without parental consent, except as permitted by FERPA and state law.

Authorizes law enforcement officers to access pupil identity and location information upon request when probable cause exists that a pupil has been kidnapped and an active investigation has begun, subject to parental consent, court order, or subpoena requirements.
