Requires state agencies to give hiring preference to qualified applicants who are or have been dependent children in foster care for internships and student assistant positions, with preference granted to applicants up to 26 years of age.

Defines "preference" as priority over similarly qualified applicants for placement in the position.

Mandates county welfare departments notify dependent children that they may be eligible for the state agency internship and student assistant hiring preference.

Requires county welfare departments to provide dependent youth with written information about the hiring preference when the juvenile court considers terminating jurisdiction, along with other documents and assistance (social security card, birth certificate, health insurance application assistance, employment assistance, etc.).

Establishes reimbursement procedures for any costs to local agencies determined by the Commission on State Mandates to be state-mandated.
