Removes prohibition on insurance brokers transacting disability and health insurance, allowing brokers to handle these lines in addition to property and casualty insurance.

Authorizes life licensees to act as agents or brokers (or both) when transacting accident and health insurance, eliminating the restriction that they only act as agents.

Adds accident and health broker as a licensable capacity for organizations under Section 1637.

Permits nonresidents to obtain accident and health broker licenses if they hold a resident life or disability insurance license in another state, territory, or Canadian province.

Requires the Insurance Commissioner to notify legislative committee chairs when declaring a region an auto insurance fraud crisis area and include a summary of findings supporting the determination.
