Establishes the Boating and Waterways Commission within the Department of Parks and Recreation's Division of Boating and Waterways, composed of seven members appointed by the Governor with Senate confirmation.

Requires commission members to have experience in recreational boating and geographic representation related to boating activities, with at least one member from a statewide recreational boating organization, one private small craft harbor owner, and one law enforcement officer.

Commission members receive $100 per day compensation up to 14 days annually and are reimbursed for actual expenses incurred in performance of duties.

Commission shall meet at least four times yearly at various state locations to advise the Division on regulatory changes, grant and loan proposals, budgets, and projects with potential impacts to public health, safety, access, or environment.

Bill becomes operative July 1, 2013, only if the Governor's Reorganization Plan No. 2 of 2012 becomes effective, and amends the State Park and Recreation Commission membership requirements to include consideration of boating and waterways interests.
