Requires state agencies holding events with expected attendance over 10,000 on state property to conduct a threat assessment at least 30 days prior, considering prior events, law enforcement needs, medical care, and drug use potential

Mandates that if a threat assessment identifies strong probability of loss of life or harm, the promoter must prepare an event action plan addressing health/safety, law enforcement, and emergency materials before the event can be approved

Authorizes state agencies to charge promoters a reasonable fee for conducting threat assessments and reviewing event action plans

Exempts certain events including annual California fairs focused on agriculture/livestock, events regulated under Penal Code Chapter 3, and fairs using the Department of Food and Agriculture's contract policy

Requires the Secretary of Food and Agriculture to ensure that 66 percent or more of agricultural inspector aides employed under year-round county cooperative agreements receive permanent employee protections under the county's civil service system
