Prohibits state agencies from circumventing board decisions by entering into new contracts for the same or similar services previously disapproved.

Mandates state agencies serve notice of contract discontinuation to the vendor within 15 days of the board's final action, with copies to the board and the employee organization that filed the challenge.

Allows failure to serve discontinuation notice to be grounds for rejection of future contracts for the same or similar services.
