Authorizes the Department of General Services to assist state agencies in managing and developing intellectual property created by state employees or with state funding.

Requires the department to develop a database tracking state-owned intellectual property by category, creation date, owner, funding source, and licensing status, with initial data from the California State Auditor's Report 2011-106 and updates every three years beginning January 1, 2015.

Permits state agencies to share intellectual property records and information with the department upon request, and prohibits department employees and former employees from divulging restricted or unpublished research information.

Exempts intellectual property administered by the Regents of the University of California, Trustees of the California State University, and agreements governed by the California Stem Cell Research and Cures Bond Act from the chapter's requirements.

Does not apply licensing or use restrictions to expressive works (plays, books, musical compositions, artwork, etc.) created by non-state employees or without state funding.
