Authorizes licensed optometrists certified to use therapeutic pharmaceutical agents to perform waived clinical laboratory tests necessary for diagnosing conditions and diseases of the eye and ocular adnexa.

Expands the list of persons permitted to perform waived clinical laboratory tests under CLIA to include licensed optometrists, with laboratory director duties that can be performed by optometrists directing laboratories performing only specified waived tests.

Defines "adnexa" as "ocular adnexa" in optometry practice and establishes that optometrists may order smears, cultures, sensitivities, blood counts, urinalysis, and other diagnostic tests necessary for eye disease diagnosis.

Allows optometrists certified to use therapeutic pharmaceutical agents to perform venipuncture, corneal scraping, and order various laboratory tests and clinical examinations under CLIA waived category for ocular diagnosis.

Incorporates conditional amendments to Section 1206.5 that become operative only if both AB 761 and Senate Bill 1481 are enacted and become effective by January 1, 2013, with AB 761 being enacted last.
