Establishes the State Capitol Sustainability Task Force until January 1, 2014, composed of seven members appointed by the Speaker of the Assembly, Senate Committee on Rules, Governor, and Lieutenant Governor

Task force shall develop and implement a State Capitol Sustainability Initiative focusing on energy efficiency, water conservation, greenhouse gas emissions reduction, renewable energy, waste diversion, and sustainable purchasing for the State Capitol Building, Legislative Office Building, and Capitol Park grounds

Directs the task force to coordinate with state agencies and private sector partners on specific initiatives including joining the California Climate Action Registry, benchmarking building operations, improving vehicle fuel economy, promoting green building certifications, and developing environmental education materials

Requires finalization of the Capitol Park Master Plan including improvements to bicycle access and establishment of bicycle paths on portions of Capitol Avenue and 13th Street within park grounds

Department of General Services shall seek grant funding to support the State Capitol Sustainability Initiative efforts
