Ratifies the amendment to the tribal-state gaming compact between the State of California and the Coyote Valley Band of Pomo Indians, executed on July 25, 2012.

Exempts from California Environmental Quality Act (CEQA) review the execution of amendments to the compact, intergovernmental agreements negotiated under the compact, on-reservation compliance impacts, and sale of compact assets.

Clarifies that the CEQA exemptions apply only to actions expressly provided and do not exempt cities, counties, or the Department of Transportation from other CEQA requirements.

Declares the act takes effect immediately as an urgency statute to make revenues from the compact eligible for revenue sharing to address state budget issues.
