Courts must provide notice to parties in dissolution of marriage, nullity of marriage, legal separation, and adoption petitions beginning January 1, 2014, informing them of eligibility for reduced-cost coverage through the California Health Benefit Exchange or no-cost Medi-Cal coverage.

Health care service plans and health insurers must provide notice to individuals who cease enrollment in individual or group coverage beginning January 1, 2014, informing them of potential eligibility for Exchange or Medi-Cal coverage.

The California Health Benefit Exchange must develop the court notice, while the Department of Managed Health Care and Department of Insurance must jointly develop the health care service plan and health insurer notices by July 1, 2013.

All notices must be in no less than 12-point type and include information on obtaining coverage through the Exchange or Medi-Cal, with notices from insurers able to be incorporated into or sent with other notices.

Specialized health care service plan contracts, Medicare supplemental plans, and specialized health insurance policies are exempt from the notice requirements.
