Establishes the Clean Energy Economy and Jobs Incentive Program requiring the California Alternative Energy and Advanced Transportation Financing Authority to provide financial assistance to eligible California-based manufacturers of clean energy technologies.

Defines eligible clean energy technologies including renewable energy generation, combined heat and power systems, energy storage, renewable fuel production, energy efficiency devices, and advanced transportation technologies.

Limits financial assistance to $5 million per applicant or 25 percent of project total, with authority to provide up to $10 million with Joint Legislative Budget Committee chair approval.

Requires all financial assistance to be provided in partnership with a financial institution and establishes a Clean Energy Economy and Jobs Incentive Program Fund in the State Treasury.

Program automatically repeals on January 1, 2018, and requires the Legislative Analyst's Office to report on program effectiveness by January 1, 2015, measuring job creation, business relocation, revenue generation, and emissions reductions.
