Amends Penal Code Section 830.7 to authorize code enforcement officers to exercise arrest powers of peace officers when enforcing laws related to illegal waste dumping or littering.

Defines "illegal dumping enforcement officer or code enforcement officer" as persons employed full-time, part-time, or as volunteers by a city, county, or city and county who are designated by local ordinance as public officers.

Requires code enforcement officers to complete training prescribed by law and obtain a memorandum of understanding with the local sheriff or chief of police before exercising arrest powers.

Allows persons directly supervised by regularly employed illegal dumping enforcement officers to exercise enforcement authority, but prohibits them from having arrest power or accessing criminal history information.

Prohibits appointment of persons disqualified under Government Code Section 1029 criteria and allows regularly employed officers access to state summary criminal history information upon showing of compelling need.
