Authorizes the Department of Transportation to establish specifications by January 1, 2014 for using reclaimed asphalt pavement (RAP) at up to 40% in hot mix asphalt mixes, with input from the Caltrans/Industry Rock Products Committee

Does not limit the department's authority to establish specifications for RAP use in amounts greater than 40%

Requires the Department of Transportation to submit a report to the Legislature by March 1, 2016 on progress since 2011 toward developing and implementing RAP specifications

Report requirement becomes inoperative on March 1, 2020
