Department of Transportation must establish procedures by June 30, 2013, to grant exceptions from bikeway safety design criteria requirements for purposes of research, experimentation, testing, evaluation, or verification.

Cities, counties, and local agencies remain required to utilize minimum safety design criteria and uniform specifications for bikeways and roadways where bicycle travel is permitted, except where exceptions are granted by the department.

Department must submit a report to the Legislature's transportation policy committees by November 1, 2014, detailing exception requests received, granted, and rejected from July 1, 2013, to June 30, 2014.

Report must include the number of requests received, the number of exceptions granted, and reasons for any rejected requests.

Reporting requirement becomes inoperative on July 1, 2015, and is repealed as of January 1, 2016, unless extended by later legislation.
