Establishes the California Children's Coordinating Council as an advisory body to improve collaboration among state agencies providing services to children and youth, operating until January 1, 2019.

Council membership includes the Superintendent of Public Instruction and Secretary of California Health and Human Services as co-chairs, plus heads of major state departments (Social Services, Health Care Services, Mental Health, Developmental Services, etc.), the Chief Justice of California, the Attorney General, and four legislative members.

Requires the council to submit biennial reports to the Governor and Legislature by October 31 of each odd-numbered year with recommendations on cross-agency coordination, baseline goals and benchmarks, evidence-based practices, and program consolidation.

Council establishment is contingent on the Department of Finance determining that sufficient federal or private funds have been deposited with the state and appropriated by the Legislature to fully support operations, staffing, and report distribution.

Council shall meet quarterly upon call of co-chairs and may establish committees; the Bureau of State Audits may conduct a performance audit by January 1, 2018.
