Extends the tax on Medi-Cal managed care plan operating revenue from July 1, 2012 to July 1, 2014, with conforming changes to related Revenue and Taxation Code sections.

Repeals provisions requiring transition of Healthy Families Program enrollees into the Medi-Cal program, eliminating the four-phase transition plan that was scheduled to begin January 1, 2013.

Authorizes the Controller to make cashflow loans from the Children's Health and Human Services Special Fund to the General Fund until July 1, 2013.

Repeals the sunset provision in Chapter 11 of the First Extraordinary Session of 2011 that would have rendered that act inoperative if any of its provisions were amended or repealed.

Makes an appropriation through continuous appropriation of tax revenues derived from Medi-Cal managed care plan taxes, split between the Department of Health Care Services and the Managed Risk Medical Insurance Board.
