Repeals and replaces Section 18901.3 of the Welfare and Institutions Code to expand CalFresh eligibility for individuals convicted of drug felonies by removing the requirement that six months must have passed since conviction.

Requires applicants with drug felony convictions to provide proof of one of the following: completion of, participation in, enrollment in, or placement on a waiting list for a government-recognized drug treatment program subsequent to their most recent drug-related conviction, or other evidence that illegal drug use, possession, or distribution has ceased.

Authorizes the State Department of Social Services to implement the provisions through an all-county letter or similar instruction from the director no later than January 1, 2013, without following standard Administrative Procedure Act rulemaking procedures.

Imposes a state-mandated local program by changing CalFresh eligibility standards, increasing county administrative responsibilities in program implementation.

Provides that if the Commission on State Mandates determines the bill creates state-mandated costs, reimbursement to local agencies shall be made pursuant to existing statutory procedures.
