Authorizes charter-party carriers of passengers to maintain waybill or trip reports in electronic or hardcopy format, effective January 1, 2014.

Permits carriers to provide waybill or trip reports in either electronic or hardcopy format when requested by commission officers, airport enforcement officers, or city/county officials authorized to inspect records.

Requires charter-party carriers to produce a hardcopy of any waybill or trip report in their office upon request by the Public Utilities Commission or its authorized representatives.

Expands the required information on waybill or trip reports to include whether transportation was arranged by telephone, written contract, or electronic communication.
