Prohibits cities and counties from enacting ordinances that restrict or limit importation of solid waste into privately owned facilities based on where the waste originates.

Applies to ordinances enacted by voters through initiative as well as those adopted by city or county legislative bodies.

Does not require privately owned facilities to accept waste from outside their jurisdiction or allow them to break existing agreements guaranteeing capacity to host jurisdictions.

Preserves cities' and counties' authority over land use decisions including planning, zoning, and permitting of solid waste facilities.

Declares that restrictions based on waste origin conflict with statewide and regional solid waste management policies.
