Amends Education Code Section 87482.9 to require that earning and retaining annual reappointment rights for temporary and part-time community college faculty, including terms of implementation, be negotiated fully in collective bargaining agreements for new or successor contracts beginning January 1, 2013

Repeals the reappointment rights negotiation requirement on January 1, 2020, unless extended by later statute

Removes provisions that would have granted temporary faculty members a right of first refusal for assignments beginning July 1, 2013

Eliminates state-mandated local program designation and associated fiscal impact requirements from the original bill

Legislative findings acknowledge that temporary faculty comprise over 40,000 community college instructors teaching approximately 45 percent of all courses and contribute to student success through continuity and stability
