Requires the Mirage Trail within Magnesia Spring Ecological Reserve to be open 9 months per year for recreational hiking if specified conditions are met.

Conditions include local public agencies or other entities assuming complete financial responsibility for fencing to protect Peninsular bighorn sheep habitat and signage/educational materials about the species.

Requires a single designated entity to fulfill financial arrangements and other terms and conditions determined necessary by the Fish and Game Commission.

Mandates the Fish and Game Commission determine seasonal openings and closures that do not conflict with Peninsular bighorn sheep use of the area.

Provision expires January 1, 2018, and is repealed unless extended by later enacted statute before that date.
