Exempts roadway repair, maintenance, and minor alteration projects from California Environmental Quality Act (CEQA) requirements until January 1, 2016, if carried out by cities or counties with populations under 100,000 to improve public safety.

Requires projects to meet conditions including: no crossing of waterways, negligible expansion of existing use, non-state roadways, no wetlands or riparian areas, no harm to protected species, and no impact on cultural or scenic resources.

Mandates lead agencies to include traffic safety and bicycle/pedestrian safety mitigation measures and hold a noticed public hearing before determining a project is exempt.

Requires local agencies to file a notice of exemption determination with the Office of Planning and Research and the county clerk in the county where the project is located.

Defines "roadway" as a roadway under Vehicle Code Section 530 and previously graded/maintained shoulder within a right-of-way of no more than five feet from the roadway edge.
