• Requires the California Infrastructure and Economic Development Bank to provide technical support to small and rural communities in obtaining financing for local infrastructure projects.

• Modifies annual reporting requirements to include submission to appropriate fiscal and policy committees of the Legislature that oversee the bank, in addition to existing reporting recipients.

• Eliminates provisions related to state general obligation bond law requirements, board membership changes, expanded executive director powers, and letters of credit authority that were in earlier amendments.
