Authorizes California Horse Racing Board to permit licensed quarter horse racing associations conducting live racing meetings to accept wagers on the full card of races from another racing association on days that association conducts the Texas Classic Futurity and Remington Park Futurity.

Expands existing authority that previously only allowed wagering on specific American Quarter Horse Racing Challenge races held on the same day.

Requires any board authorization to comply with federal law, including Chapter 57 of Title 15 of the United States Code.

Limits wagering to only within the racing enclosure and only within seven days of the out-of-state race.

Permits inclusion of authorized wagers in parimutuel pools of the out-of-state association conducting the races.
