Specifies that irrevocable financial guarantees for farm product processors may include personal or corporate guarantees, certificates of deposit, bank letters of credit, or surety bonds in amounts sufficient to cover the licensee's obligations.

Increases penalties for operating without a license or failing to pay license fees from 1 times to 3 times the unpaid fees for the last 5 years of business operation, in addition to existing double-fee penalties.

Authorizes the Department of Food and Agriculture to settle cases through written stipulations, administrative penalties, probation, license suspension, or other remedies short of revocation or denial.

Clarifies that withdrawal of a license application, expiration of a license, or sale of a business does not prevent the department from continuing disciplinary proceedings.
