Eliminates the Salton Sea Restoration Council and transfers its duties to the Salton Sea Authority, a joint powers authority comprised of Imperial County, Riverside County, Imperial Irrigation District, Coachella Valley Water District, and Torres Martinez Desert Cahuilla Indian Tribe

Requires the Salton Sea Authority to lead restoration efforts including species conservation projects, biological investigations, water quality studies, air quality investigations, and analysis of funding sources and economic development opportunities

Mandates the authority develop a restoration plan in coordination with the Natural Resources Agency and form a technical advisory group to provide guidance on restoration planning; authority must report recommended plan to Governor and Legislature by June 30, 2014

Requires the Department of Fish and Game and Department of Water Resources to provide staff services to assist the authority in administering grants, contracts, meetings, public outreach, and evaluating restoration alternatives

Establishes that only funds from the Salton Sea Restoration Fund or nonstate funds may be used to carry out the article's provisions, and provides for state reimbursement of local mandated costs if determined by the Commission on State Mandates
