Extends temporary disability benefit limits to 240 compensable weeks (instead of 104) for injuries occurring on or after January 1, 2012, where surgery or recovery from surgery occurs after 104 weeks of benefits have been paid.

Requires that the need for delayed surgery must not result from the employee's willful failure to undergo recommended medical treatment.

Requires that the surgery was delayed based on the primary treating physician's advice to pursue less invasive treatments.

Requires that the surgery was recommended by the physician.

Amends Section 4656 of the Labor Code, which governs aggregate disability payment limits for workers' compensation claims.
