Adds Section 14105.221 to the Welfare and Institutions Code to protect Medi-Cal reimbursement rates for clinical laboratory services.

Prohibits donations or discounts of laboratory tests and services provided by federally qualified health centers to uninsured patients from being used to reduce Medi-Cal payment rates.

Maintains the existing Medi-Cal reimbursement rate of up to 80% of the federal Medicare maximum allowance for the same or similar services.

Applies specifically to federally qualified health centers as defined under federal law (42 U.S.C. Section 1396d(l)(2)(B)).
