AB 970 Summary

• Establishes the Working Families Student Fee Transparency and Accountability Act requiring UC and CSU to provide 10 days public notice and consult with student associations at least 30 days before proposing mandatory systemwide fee increases

• Prohibits UC and CSU from adopting fee increases after the 90th day prior to the start of the academic year, with exceptions for budget reductions enacted mid-fiscal year

• Requires UC and CSU regents and trustees to develop a list of factors for fee adjustments by April 2, 2013, considering state support levels, total cost of attendance, and impacts on low- to middle-income and underrepresented students

• Urges UC and CSU to set aside at least 33 percent of revenues from fee increases for institutional student financial aid to help students meet total education costs

• Requires UC and CSU to submit annual reports to the Legislature by February 1 on student fee expenditures and financial aid, with the Legislative Analyst's Office to review compliance annually
