Prohibits consultants awarded contracts to advise public entities on community choice aggregator feasibility from bidding on or receiving contracts for related work, including electric supply procurement and renewable energy credits.

Applies the conflict-of-interest restriction to persons, firms, or subsidiaries that have been awarded the initial consulting services contract.

Requires the Commission on State Mandates to determine if the bill imposes state-mandated costs on local agencies and school districts, with reimbursement to be made pursuant to existing statutory procedures.

Became effective upon signature, having passed the Assembly on August 27, 2012 and the Senate on August 22, 2012.
