ACA 10 Summary

• Requires initiative constitutional amendments to obtain signatures from at least 27 of California's 27 Senatorial districts, with each district providing 8% of that district's gubernatorial votes, in addition to the statewide 8% signature requirement

• Raises the approval threshold for initiative constitutional amendments from a simple majority to 55% of votes cast, except for measures that solely repeal previously approved constitutional amendments

• Removes provisions allowing the Legislature to amend or repeal initiative statutes 4 or more years after voter approval; instead requires any legislative amendment or repeal to be approved by voters

• Maintains the 5% signature requirement for statutory initiatives and the existing approval process for legislative constitutional amendments
