Lowers voter approval requirement for local government special taxes dedicated to transportation projects from two-thirds to 55 percent of voters voting on the proposition

Defines "local transportation project" to include planning, design, construction, rehabilitation, improvement, and maintenance of local streets, roads, highways, state highways, freeways, and public transit systems

Applies immediately upon voter approval to any local measure imposing, extending, or increasing a special tax for transportation funding submitted at the same election

Requires two-thirds voter approval to remain in place for all other special taxes imposed by cities, counties, and special districts

Constitutes a proposed amendment to California's Constitution requiring approval by two-thirds of the Legislature and the voters of California
