Eliminates the exemption allowing the Budget Bill and related appropriation bills to pass by majority vote instead of the constitutionally required 2/3 vote in each house.

Requires the Legislative Analyst (rather than the Legislature) to estimate General Fund revenues and certify within 3 days whether the Budget Bill complies with revenue limits.

Prohibits the Governor from signing a Budget Bill that the Legislative Analyst certifies as exceeding General Fund revenues unless the Governor reduces appropriations and obtains recertification that it complies.

Prevents either house of the Legislature from adjourning for more than 10 days after sending a Budget Bill to the Governor until the Legislative Analyst provides compliance certification.

Maintains the existing requirement that the Legislature pass the Budget Bill by midnight on June 15 and the provision withholding legislator pay if the deadline is missed.
