Converts California Legislature from full-time to part-time status with annual salary of $24,000, adjusted annually for inflation by the Citizens Compensation Commission

Establishes biennial legislative sessions: 120 consecutive calendar days in odd-numbered years and 60 consecutive calendar days in even-numbered years, with 7 additional days for veto overrides

Limits special sessions to 30 days duration and prohibits action on subjects outside the Governor's proclamation

Requires Governor to submit biennial budget within first 7 days of odd-numbered years and Legislature to pass budget within 120 days; authorizes Governor to propose budget changes when Legislature is not in session, subject to Joint Legislative Budget Committee approval

Changes appropriations limit calculations from annual to two-year fiscal periods and requires proportionate political party representation on legislative committees
