Declares the week of June 4-10, 2012 as Dropout Recovery Week in California.

Recognizes that fewer than 70 percent of 9th grade students in California graduate from high school, with some districts experiencing graduation rates below 50 percent.

Identifies economic benefits of dropout recovery, including $394 million in additional annual investment, $4.5 billion in increased home sales, 8,700 additional jobs, and $167 million in annual state and local tax revenues if half of California dropouts were recovered.

States the Legislature's intent to encourage support for dropout recovery high schools through creative teaching strategies, alternative assessments, and adequate resources.

Acknowledges successful dropout recovery schools use state-of-the-art technology, career technical education, accelerated learning, competency-based instruction, and open enrollment policies to reengage students.
