Recognizes the 25th anniversary of the California Vietnam Veterans Memorial on November 23, 2013, and encourages all Californians to participate in commemorative ceremonies organized by the California State Council of Vietnam Veterans of America.

Directs the Department of Veterans Affairs to provide assistance to the event organizers and establish a task force to compile names of California servicemen and servicewomen who may not be currently listed on the memorial.

Requires the state archives to display memorabilia left at the memorial in a special 2013 Vietnam War exhibit and directs the California State Military Museum to prepare and display Vietnam War exhibits.

Calls upon the Governor to issue a proclamation on November 23, 2013, commemorating the 25th anniversary and directs all state agencies to promote the memorial event.

Provides context that over 350,000 California veterans served in Vietnam with 5,822 killed or missing in action, and notes the memorial was dedicated on December 10, 1988, in Capitol Park.
