Notes that over 44 million Americans claim Irish heritage and that nine signers of the Declaration of Independence and 20 U.S. Presidents have been of Irish descent

Acknowledges Irish American involvement in infrastructure development, public safety, military service, and economic growth in the United States and California

Encourages observance especially on March 17 (St. Patrick's Day)
