Proposes that California voters be asked at the next statewide general election whether to call a convention to revise the California Constitution

Requires a two-thirds vote of both houses of the Legislature to submit the question to voters, as provided by Article XVIII, Section 2 of the California Constitution

If a majority of voters approve the convention question, the Legislature must provide for the convention within six months

Directs the Secretary of State to submit the question to voters using the same procedures as other legislative measures submitted to statewide general elections

Specifies that procedures for electing convention delegates and rules of convention conduct shall be determined by statute to be enacted later
