Affirms that the 2005 Granholm v. Heald Supreme Court decision correctly balanced states' 21st Amendment regulatory rights with the Commerce Clause and prohibited discriminatory state wine laws

Opposes H.R. 1161 because it would limit consumer choice, restrict market access for California wineries unable to secure wholesale distribution, and reverse established jurisprudence protecting interstate wine commerce

Directs transmission of the resolution to the President, Vice President, Speaker of the House, Senate President pro Tempore, and California's congressional delegations
