Calls upon Congress to pass and the President to sign the Gulf of the Farallones and Cordell Bank National Marine Sanctuaries Boundary Modification and Protection Act (H.R. 192 and S. 179)

Proposes expanding boundaries of the two marine sanctuaries north to include deeper waters and extend protection past Point Arena to encompass the entire Sonoma Coast and southern Mendocino Coast

Identifies the coastal region as biologically rich waters within one of four global coastal upwelling zones that produces 20 percent of the world's fish despite comprising only 1 percent of ocean area

Emphasizes protection of marine resources including endangered salmon and steelhead passages, seal and sea lion haul sites, whale migration corridors, and UC Davis Bodega Marine Laboratory research investments

Directs the Assembly Chief Clerk to transmit copies to the President, Vice President, Congress members from California, and relevant House and Senate committee chairs
