Urges California's congressional delegation to cosponsor and support enactment of the federal Student-to-School Nurse Ratio Improvement Act of 2011 (HR 2229) or 2012 (S 2047)

Establishes that California has one school nurse for every 2,172 pupils, far below the national standard of one nurse per 750 pupils, with 15 California counties having no school nurses

Notes that 16 percent of the 52 million schoolchildren have chronic physical, emotional, or other health problems, with increases in asthma (40 percent in 10 years) and diabetes (nearly 50 percent increase)

Cites research showing students with health concerns treated by school nurses return to class 95 percent of the time compared to 82 percent when treated by unlicensed staff

Directs the Chief Clerk of the Assembly to transmit copies to the President, Vice President, congressional leadership, and California's federal delegation
