Urges Congress to enact and the President to sign the Los Angeles Residential Helicopter Noise Relief Act of 2011 (S. 2019 and H.R. 2677)

Addresses lack of effective regulations for commercial helicopter operations in Los Angeles County that negatively impact resident safety and quality of life

Notes that California is preempted by federal law from adopting altitude, flight path, and other necessary regulations for commercial helicopters

Requests the FAA Administrator to prescribe regulations for helicopter operations in Los Angeles County to address safety, noise, and related resident concerns

Directs the Chief Clerk of the Assembly to transmit copies to the President, Vice President, Speaker of the House, Senate Majority Leader, and all California members of Congress
