Memorializes the President and Congress of the United States to enact legislation adding comprehensive, preventative dental care coverage to Medicare benefits

Notes that 24 to 30 percent of persons age 65 and older were edentulous (toothless) between 1997 and 2009, with significantly lower dental visit rates among seniors without teeth compared to those with teeth

Identifies that senior citizens on fixed incomes cannot afford out-of-pocket dental care costs, and that poor dental health correlates with medical illnesses that are expensive for Medicare to cover

Contends that preventative dental care coverage would lower Medicare's medical expenses and improve quality of life for seniors by preventing or mitigating diseases correlated with poor dental health

Requires the Chief Clerk of the Assembly to transmit copies to the President, Vice-President, Speaker of the House, Senate Majority Leader, Chair of the Senate Special Committee on Aging, and all California members of Congress
