Applies California's legislature to the United States Congress to call a constitutional convention pursuant to Article V of the United States Constitution for proposing an amendment to limit corporate personhood and declare that money does not constitute speech and may be democratically limited.

Constitutes a continuing application that remains in effect until at least two-thirds of all state legislatures submit similar applications to Congress to call a constitutional convention for the same purpose.

References the 2010 Citizens United v. Federal Election Commission Supreme Court decision that protected corporate political speech under the First Amendment as the impetus for this measure.

Requires the Chief Clerk of the Assembly to transmit copies of this resolution to the President, Vice President, congressional leaders, and all California members of Congress.

Does not create fiscal impact.
