Urges Congress and the President to restore full funding for the State Criminal Alien Assistance Program (SCAAP) to fully reimburse states for incarcerating undocumented criminals.

Notes that California housed approximately 16,250 undocumented criminals in its prison system during 2010-11, costing the state over $910 million at $56,000 per inmate annually.

States that California received only 10 cents in federal reimbursement for every dollar spent on housing undocumented criminals in 2010-11.

Requests that Congress ensure states receive complete reimbursement for all costs associated with incarcerating undocumented criminals, consistent with existing federal law (8 U.S.C. Sec. 1231).

Directs the Assembly Speaker to transmit the resolution to the President, Vice President, Congress leadership, and all California representatives in Congress.
