Calls upon Congress and the President of the United States to pass legislation expressly including sexual orientation and gender identity in all federal antidiscrimination laws

Notes that current federal statutes including the Civil Rights Act of 1964, Equal Credit Opportunity Act, Family and Medical Leave Act, and Fair Housing Act do not expressly protect against discrimination based on sexual orientation or gender identity

Directs the Chief Clerk of the Assembly to transmit copies of the resolution to the President, all members of Congress, and presiding officers of state legislatures
